Can't find local instance of Express

Does anybody know why the DB Publishing Wizard can't find the local instance of SQL EXPRESS?

Do I need to 'GRANT' something to somebody or open a port or add something to the web.config file. I installed the Pub Wizard and it actually shows up in my Visual Web Developer Express upon right-clicking and there is the option to Publish Database. But I get the same error as when firing up the program from my Shortcut/Desktop. Here is the error message;

I am having the same type error. Is there another tutorial for the gui version of database publisher that shows how to make it work with visual web developer?
